Bernard ter Haar heeft een lange carrière bij de rijksoverheid achter de rug. Hij heeft ruim twintig jaar gewerkt op het ministerie van Financiën in verschillende functies, en was daarna directeur-generaal milieu bij VROM en I&M, en DG Sociale Zekerheid en Integratie bij SZW. De afgelopen jaren heeft hij (deels vanuit ABDTOPConsult) commissies en werkgroepen geleid, die geleid hebben tot een veelheid van adviezen.
