Wouter Jans is postdoctoraal onderzoeker aan Universiteit Twente. In zijn proefschrift bestudeerde hij (1) de vraag of er verschillen zijn in het innovatievermogen van Nederlandse lokale overheden, en (2) hoe kunnen we deze verschillen verklaren. Hierbij werden vier verschillende innovaties onder de loep genomen: e-overheid innovatie, jeugd en gezin. innovatie, e-democratie innovatie, en een moreel beleid innovatie.
